Fantasy Island is a dedicated dive resort that someone invested substantial
funds in establishing.  Unfortunately, the facility has suffered badly due
to poor maintenance.  Soon after I arrived for a one-week stay, the air
compressor broke down, and throughout my visit, the resort depended upon
the nearby Coco View Resort to ensure adequate supplies of filled tanks. 
Then, our dive boat broke down exchanging tanks at Coco, and had to be
towed back to the dock.  The on-shore facilities are also deteriorating. 
The A/C unit on the room above mine dripped through most of my stay onto my
A/C unit, providing a new form of water torture that maintenance could not
fix.  My bath tub drained poorly, and some of the public toilets did not
flush very effectively.  Sadly, the pool, while heated and with circulating
water, had a totally ineffective filter, resulting in pool water that was
far too cloudy for use, and the pool bottom was coated with sand and dirt. 
No one ever used the pool, and the pool bar looked like it had not been
used in months.  In addition, the Dive Master was negligent in safety
briefings, never referring to minimum PSI or safety stops.  I got a low
fill on one dive, alerted my DM, and kept him aware of my low air
situation.  However, I surfaced with only 250 PSI!  He said "I know
how you breath", and it was only my third dive!  Not believable!
