You are correct---in vertebrates both the retina and the optic nerve have their embryological basis in brain. Most of the retina essentially can be considered gray matter. Other parts of the eye (e.g., the sclera) have their embryological genesis in other tissue.

The Diving Research Centre (DDRC) at Fort Bovisand, which is still quite active, did have an extraordinarily productive research program on the effects of aviation and diving on the body back in the 80s, although I am not familiar with the particular study you mention.
